The rains are updated every ~10sec, rains last for around 60sec on Gamdom and around 40-50sec on my servers. That means that you will receive normally every different rain notification between 3 and 5 times, and between 1 and 2 times if there are some cache issues in your browser. So the script doesn't notify you before or after the rain: it notifys you while the rain is still active. So it should work 100% except for little downtimes that could occur, but it should notify at least 99% of rains.
