Rearrange tag order when editing a work or bookmark

It is now possible to reorder bookmarker's tags (on specific pages), after user "thbrds" requested this feature. I have added a paragraph in the "About" section of the documentation on how this affects the script. Existing functionality for work tags should be unchanged, but the code has been adjusted.
