fix retarded bug that would result in reading whole thread

make sure rng narrator is always different from previous post

quotes are pronounced with higher pitch to make a distinction

add volume settings, and use random narrator voice for each post, use `localStorage.removeItem('4chan-tts.config')` to clear local storage with settings manually

Fix filtered posts with stub still being voiced
