Adds a group area overlay for the Bronx UR Project (2018).

Click the group name in the header (yellow text) to toggle the fill color on/off for the group currently centered on the map. Useful when you don't want the distraction of the color while editing in a group, but you want to know when you've stumbled into another group's area.
