Tiberium Alliances Extension : Change Simulator GUI Elements positions in TABS-V2

Server Patch 17.4 function-status: Fine

This is a script intended to improve gameplay.
It moves the "(De)activate units" button back to it's original position (as in TABS V2 sim).
