Fixed a compatibility issue with other userscripts, changes to UpdateData by other mods will not be overwritten

A tab in the panel exists now
You can change the popup duration, volume of sound, trigger type, color of the popup and test the popup
There exists polling so that frequent changes to the county will not trigger a popup every time
