Colorizes Oracle HCM Cloud environments (oraclecloud.com). dev1, dev2, dev3, test and prod all get different colors so you know in a heartbeat where you are and don't mess up.

Colorizes Oracle HCM Cloud environments depending on dev1 / dev2 / dev3 / test / prod.
Default colors are dark-green, blue, purple / orange, red; Colors are configurable.
Not pretty but helps know where you are, is more visible than the FND_BANNER_MESSAGE and does not depend on admins remembering to set it after a P2T.
Also applies to the login/Analytics/BIPublisher/BPM pages where said banner does not appear.
