Fixes encoded ampersands on Wayback Machine's captures graph and problems that arise when trailing slashes are missing in an URL and other small issues universally present in all crawled sites
Pretty silly that this had to be made in the first place, but without it, links to other captures of an URL with ampersands in it essentially break, and weird things happen when an URL lacks a trailing slash when it needs one
