Bound item restrictions have already been removed for vendoring items. I am not sure what you are asking.
Often in the bag appear rocks (e.g., weak stone of unity), which is bound to the character. Through the portal they can sell to the vendor, but in the game they can only to throw out. Is it possible to implement the sale of such stones through the portal?
If they are in your bag and can be sold, then yes, it can be done.
