Sadly Youtube seems to be doing some new A/B testing of changes to their user interface which has affected some users, including me & you. As part of this they have stopped sending the required data to enable the GIF-style previews (there is discussion on previous comment thread by @zfgfade about the technical reasons if you want to know more).
So this 3 picture slideshow you are seeing is a fallback I have created in order to provide some sort of preview as a better-than-nothing situation. I know it's not as good as the GIF-style previews but thanks to Youtube's changes it's just not possible to get the GIF-style working right now.
I have been trying a few things this last week to see if I can force it to work again but so far no cigar, and it seems unlikely to happen though I am continuing to mull it over.
@zfgfade mentioned in that other thread they are seeing a different homepage where the GIF-style is still working, so the best hope for now is that over the next few weeks they decide to roll out that version to the rest of us or roll back to the previous UI where GIF-style was working.
@dial-888 @zfgfade I have thought of a way that mostly gets GIF-style an_webp thumbnails working released in v5.0. If you try it let me know if it works for you too. There is a few seconds for it to load for the first batch and the 3 picture carousel remains as a fallback for when the GIF-style hasn't yet loaded or is unavailable.

Last few days on the most videos - preview is 3 picture slideshow instead of the actual video preview :(
